Telangiectasia Macularis Eruptiva Perstans:

TMEP is considered a sub-classification of urticaria pigmentosa (UP), and both of them are types of cutaneous mastocytosis . Confusion sometimes arises because people with flushing disorders other than mastocytosis may develop telangiectasias. Also, many people with mastocytosis of various types have these ballooned-out little blood vessels making webs in various areas of their skin. Some doctors, seeing areas of telangiectasia on a person with UP will make the diagnosis of TMEP.

TMEP  actually was initially used to diagnose patches of red skin with spider-vein webs on it that was a flat area (not raised) and  persisted for the long term - months or years - without disappearing, or without each area getting better and worse in waves over time.

An article that discusses this is: "Telangiectasia macularis eruptiva perstans: a case report and review of the literature  RPE Sarkany, BE Monk and SE Handfield-Jones  Clinical and Experimental Dermatology 1998; 23:38-39"

In the current classification of types of mastocytosis from the Vienna Conference on mastocytosis in 2000, Maculopapular cutaneous mastocytosis is the class that includes both UP and TMEP. The other classes of cutaneous mastocytosis are: Nodular cutaneous mastocytosis, also known as mastocytoma; and Diffuse cutaneous mastocytosis.

An article that discusses these classifications is: "Clinical and histopathological aspects of cutaneous mastocytosis; Klaus Wolff, Michael Komar, Peter Petzelbauer; Leukemia Research 25(2001):519-528"
